What is the Service-Disabled Veteran-Owned Small Business set-aside?

The Service-Disabled Veteran-Owned Small Business (SDVOSB) program reserves federal contracts for small businesses owned and controlled by veterans with service-connected disabilities rated by the VA. To qualify, one or more service-disabled veterans must own at least 51% of the company, hold the highest-ranking officer position, and control day-to-day operations as well as long-term decision-making. Since January 2023, SDVOSB certification is administered exclusively by the VA's Vetcert system (formerly CVE / VetBiz) — self-certification is no longer accepted for federal SDVOSB set-asides. The 3% government-wide SDVOSB contracting goal is the largest single driver of dedicated small-business spending after general small-business set-asides, with VA, DoD, and DHS as the highest-volume buying agencies.

How to Win Service-Disabled Veteran-Owned Small Business Contracts

Winning SDVOSB set-aside contracts requires three things: live VA Vetcert status (verify quarterly — lapses block award), past performance documenting service to a federal customer in your NAICS, and a teaming pipeline. Most awards over $5M flow through agency IDIQs (VA T4NG2, Army RS3, Navy SeaPort-NxG SDVOSB pool, DHS PACTS III), so getting on prime IDIQs as a sub is the on-ramp for direct prime work. Watch for sole-source SDVOSB awards under FAR 19.1406 (up to $4M for non-manufacturing, $7M for manufacturing) — these are competition-light and reward firms with strong agency relationships. The VA's Veterans First Contracting Program (Public Law 109-461) gives VA-specific SDVOSB priority above all other set-asides, including 8(a) — file VA opportunities first.
