What is the Women-Owned Small Business set-aside?
The Women-Owned Small Business (WOSB) Federal Contracting Program reserves contracts in industries where women-owned firms are underrepresented (currently 92 NAICS codes published by SBA). To qualify, the firm must be a small business by SBA size standard for the relevant NAICS, and at least 51% directly and unconditionally owned and controlled by one or more women who are U.S. citizens. Since October 2020, third-party self-certification is no longer permitted — firms must certify through SBA's certify.SBA.gov portal or an SBA-approved third-party certifier (NWBOC, WBENC, USWCC, or El Paso Hispanic Chamber). The 5% government-wide WOSB contracting goal is the largest dedicated set-aside category by total federal dollars after general small business.
Certification path: SBA certify.SBA.gov (free) or SBA-approved third party (NWBOC, WBENC, USWCC). Annual recertification + 3-year full re-application.
