Federal Women-Owned Small Business Contracts (OK)
What is the Women-Owned Small Business set-aside?
The Women-Owned Small Business (WOSB) Federal Contracting Program reserves contracts in industries where women-owned firms are underrepresented (currently 92 NAICS codes published by SBA). To qualify, the firm must be a small business by SBA size standard for the relevant NAICS, and at least 51% directly and unconditionally owned and controlled by one or more women who are U.S. citizens. Since October 2020, third-party self-certification is no longer permitted — firms must certify through SBA's certify.SBA.gov portal or an SBA-approved third-party certifier (NWBOC, WBENC, USWCC, or El Paso Hispanic Chamber). The 5% government-wide WOSB contracting goal is the largest dedicated set-aside category by total federal dollars after general small business.
Certification path: SBA certify.SBA.gov (free) or SBA-approved third party (NWBOC, WBENC, USWCC). Annual recertification + 3-year full re-application.

How to Win Women-Owned Small Business Contracts
WOSB set-asides are restricted to 92 specific NAICS codes — winning starts with confirming your primary NAICS is on the SBA list (search SBA's WOSB Eligible Industries lookup). Below the $7M (manufacturing) / $4.5M (services) sole-source thresholds, agencies can issue WOSB awards without competition under FAR 19.1506, so building agency relationships unlocks high-margin sole-source flow. GSA, DoD (Air Force in particular), and HHS are the top WOSB-friendly buyers. Past performance with similar-size federal scopes plus an active SAM.gov Dynamic Small Business Search profile (with WOSB checked) substantially increases outreach from contracting officers searching for set-aside-qualified vendors.
Entry barriers: WOSB applies only to 92 SBA-listed NAICS codes — many high-volume federal NAICS (e.g. 541330 Engineering Services) are NOT on the WOSB list, eliminating the program from those verticals. Documentation is heavy: full ownership stack, financials, and US-citizenship evidence for all 51%+ owners.
