What is the HUBZone set-aside?
The Historically Underutilized Business Zone (HUBZone) program reserves federal contracts for small businesses with their principal office in a HUBZone-designated geography (qualified census tracts, qualified non-metropolitan counties, lands within Indian reservations, or base-closure communities) AND at least 35% of employees residing in a HUBZone. The 3% government-wide HUBZone contracting goal sits alongside SDVOSB and WOSB as the smallest dedicated set-aside categories by total dollars, but HUBZone awards typically run higher per-contract because eligible firms are scarce and competition within set-asides is light. HUBZone designations were redrawn in 2021-2023 with maps now frozen until 2028 — most current HUBZones will retain status through that period (giving long firm-planning visibility).

How to Win HUBZone Contracts
HUBZone is the highest-margin federal set-aside category for the smallest pool of qualifying firms — sole-source authority runs to $7M for manufacturing and $4.5M for services / everything else, identical to 8(a).
