What is the Veteran-Owned Small Business set-aside?
The Veteran-Owned Small Business (VOSB) program is the broader category that includes SDVOSB as a subset. To qualify as VOSB, one or more veterans (any veteran, not requiring service-connected disability) must own at least 51%, hold the highest-ranking officer role, and control day-to-day operations and long-term decision-making. The VA Veterans First Contracting Program (Public Law 109-461) gives VOSBs priority status for VA-specific procurements above ALL other set-asides — VA contracting officers must consider VOSB / SDVOSB set-asides before any other socioeconomic category, including 8(a). Outside the VA, VOSB has fewer dedicated government-wide set-asides than SDVOSB, but VOSB firms compete favorably under general small-business set-asides where VOSB status is a tie-breaker / preference factor.

How to Win Veteran-Owned Small Business Contracts
VOSB's primary high-value channel is the VA itself — file VA T4NG2, VA SAC, and VA-specific NAICS work first, where VOSB (and SDVOSB) priority is mandatory. Outside the VA, position VOSB status as a 'plus' factor inside general small-business set-aside bids — many evaluation rubrics give VOSB firms additional points without triggering full set-aside-only competition. Most VOSB-only set-asides are issued by VA, with DoD and DHS issuing limited VOSB-set-aside work under their own programs. Like SDVOSB, VOSB certification is now VA-Vetcert exclusive (post-2023) — self-certification has been phased out for federal use.
Entry barriers: VOSB outside the VA is mostly a tie-breaker factor, not a primary set-aside category — most veteran founders find SDVOSB (if eligible via service-connected disability) is the higher-yield certification.
