Notice of Intent Brand Name Requirement for Intrusion Detection Systems This is not a solicitation or request for quote. The purpose of this notice is to give notification of the Governments intent to include brand name requirements for Intrusion Detection Systems (IDS) in future solicitations for construction projects at Army Reserve facilities executed by the U.S. Army Corps of Engineers (USACE). The statutory authority permitting Other than Full and Open competition is 10 United States Code (U.S.C.) 3204(a)(1), as implemented by (FAR) 6.302-1(a)(2) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This authority is applicable to brand name justifications in accordance with FAR 6.302-1(c)(1). USACE intends to specify the DSC Neo IDS panel for their alarm monitoring system as part of future construction contracts located at Army Reserve facilities. This DSC Neo alarm panel is the current approved alarm system that can transmit signals over the Army Reserve Network (ARNET) and meets all of USARCs cybersecurity requirements.
