Combined Synopsis/Solicitation NAICS 481211

The purpose of this synopsis is to notify interested parties that the United States Transportation Command (USTRANSCOM) Acquisition (AQ) office anticipates the issuance of a solicitation for dedicated passenger air charter services (DPACS) within the U.S. Africa Command (USAFRICOM) and U.S. European Command (USEUCOM) Areas of Responsibility (AORs). The requirement includes providing one primary fixed-wing aircraft based at Stuttgart Army Airfield (SAAF) or Stuttgart International Airport, Germany, and surge fixed-wing aircraft capability deployable within 15 days of request. The contractor will be responsible for all aspects of air transport, including logistics, maintenance, and compliance with military regulations. Missions will primarily support USAFRICOM, with secondary support for USEUCOM when available. The Government intends to award a single Firm-Fixed Price with Time & Materials elements contract to the responsible offeror whose proposal, fully conforming to the solicitation requirements, is determined to be the most advantageous to the Government, considering price and other evaluation factors as outlined in the Request for Proposal (RFP).
