The purpose of the debris boom is to prevent floating debris from impacting the dam's tainter gates, which is crucial for maintaining the full operational capacity of the spillway. The boom will also serve as a visual barrier to boaters. The Contractor shall provide all labor, materials, equipment, engineering, fabrication, delivery, and optional installation necessary to furnish a complete debris boom system at Harry S. Truman Dam. The approximately 2,000-foot boom shall be designed to intercept floating debris upstream of the spillway and withstand site-specific hydraulic, wind, wave, debris, and impact loading conditions. The debris boom shall be designed for an 800-foot-long by 3-foot-thick debris field, use a minimum safety factor of 2.0 for design loads, withstand a direct head-on impact from an 18-inch-diameter, 100-foot-long log traveling at the maximum design water velocity, and withstand design conditions including 50 mph wind speed and 5-foot wave height. This acquisition is not set-aside for small business concerns and is competed as full and open competition, Unrestricted.
