The purpose of this solicitation is to procure a Forward Networks Enterprise License (EL) that transitions DISA from a restrictive, decentralized licensing model to a centrally managed, unlimited-use software EL. This transition will establish a predictable, flat-rate pricing structure, eliminating per-device financial penalties and providing the unrestricted scalability required to support the DoD Information Network’s (DoDIN’s) exponential devices growth.
