This Sources Sought Notice/Request for Information is being posted to satisfy the requirement under the Defense Federal Acquisition Regulation Supplement PGI 206.302-1(d). The Defense Counterintelligence and Security Agency (DCSA) intends to negotiate on a non-competitive basis with KPMG LLP at 8350 Broad ST STE 900, Mclean, VA 22102 for the procurement of Financial Management (FM) Modernization which includes strategic alignment of financial management activities; transformation and optimization of FM operations to include optimization of core FM technology, reconfiguration and modernization where it benefits the government, end-to-end business optimization across DCSA Office of the Chief Financial Officer (OCFO), FM workforce analysis, FM function analysis and alignment for optimal workflow across the enterprise, and organization change management support for FM and Working Capital Fund (WCF) activities. Under the authority 10 USC 3201(b)(B) as implemented by FAR 6.302-1(a)(2)(iii), the Government intends to issue a sole source contract to KPMG LLP.
