Award of the subject RFQ was made on 9/30/2025. However, Amemdment 0004 is being issued to re-open the solicitation to only those vendors that have initially submitted a timely response, as the result of a post-award protest that was filed alleging that the requirement for offerors to be authorized by Network Harbor, LLC was not clear enough. As a result, a Stop-Work Order has been issued and we are amending the solicitation, allowing all competing vendors the opportunity to provide the required information and be re-evaluated. Please see attached Amendment 04 to the subject RFQ, as well as a track-changed single-page document showing the revisions to page 54 of the amended RFQ. This amendment details the requirement for all vendors to be authorized by the OEM, Network Harbor, LLC, in order to be considered technically conforming.
