The justification for the sole source requirements as follows: In accordance with FAR 6.303-2: (1) Agency and Activity: 356th ETSG (2) Nature of action for approval: Sole Source Acquisition (3) This procurement is for: Trimble Training Services for 513 ERHS at Tinian, CMNI (4) Justification Rationale: IAW FAR 6.302-1(a)(2), one source is capable of fulfilling this requirement due to the proprietary nature of the system equipment and associated parts. (5) Demonstration of Unique Qualifications: Trimble 3D machine control systems are proprietary, and only certified Trimble training partners are authorized to deliver instruction and certification. Trimble is the only vendor capable of providing on-site, DoD compliant training on Tinian within the required time frame. Their trainers are certified by Trimble and have prior experience supporting military construction operations in remote locations. Failure to obtain this training would result in operational delays, increased risk of equipment misuse, and compromised quality in paving operations.
