TOTAL SMALL BUSINESS SET-ASIDE PROJECT NUMBER: CA ERFO FS LSPDR 2023-1(1B) PROJECT NAME: BLACK MOUNTAIN ROAD PROJECT DESCRIPTION: Black Mountain Road, also known as Paso Robles Radar Road, provides access to the Paso Robles California Air Route Surveillance Radar (ARSR) site, where continuous safe access to the facility is required. From the intersection with the County Road, the lower section of the road is 3.0 miles of Forest Service Road 29S02 (aka Navajo Road). The lower section facilitates public access to campgrounds and other roads within the National Forest. The upper section of the road is 3.9 miles of Forest Service Road 29S10 (aka Black Mountain Road). The upper section only provides access for Federal Aviation Administration (FAA) staff to the radar facility, with a gravel spur road providing access to AT&T and a private antenna site (the South Peak area), and to a few intersecting Off-Highway Vehicle (OHV) trails.
