THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH REVOLUTIONARY FEDERAL OVERHAUL (RFO) 5.2 "SYNOPSIS OF PROPOSED CONTRACT ACTIONS." U.S. Army Corps of Engineers (USACE), Portland District intends to negotiate/award a sole-source contract with IHC America Inc, for turning gland bearing rings. The statutory authority for this non-competitive acquisition is 10 U.S.C 3204(a)(1) as implemented by RFO 6.103-1, Only one responsible source. The USACE Dredge Vessel Essayons is equipped with two Royal IHC manufactured Turning Glands, one on each Drag Arm – Port and Starboard. Each Turning Gland contains phosphorus bronze Bearing Rings that enable the Drag Arm to rotate during dredging operations. These Bearing Rings have reached the end of their service life and require replacement with OEM Bearing Rings. The contractor shall Provide bow thruster variable frequency drive (VFD) critical spares to include Driver IGBT, HMI, Copper Bar support. The required Bearing Rings, as well as the Turning Gland itself, is solely manufactured by Royal IHC and is a proprietary design.
