The Treasury Common Services Center (TCSC) on behalf of the Department of the Treasury (Treasury), Office of International Affairs (IA) in Washington, D.C. intends to contract with the Organisation for Economic Co-operation and Development (OECD) Secretariat, 2, rue André Pascal, 75016 Paris, France, on a sole source basis for an OECD Work Programme based upon the OECD 2009 Recommendation of the Council on Guidelines for Recipient Country Investment Policies relating to National Security (“the 2009 Guidelines”). The Work Programme would include two (2) workstreams: the first to develop a compendium of good practices and the second to develop an actionable toolkit for governments seeking to establish or strengthen their investment security frameworks. The acquisition will allow Treasury IA/OIS to contribute to OECD’s important policy framework and an associated compendium of good practices and toolkit. The OECD remains the foremost internationally recognized, standard-setting body for best practices and guidelines on investment screening, which have been relied on by OECD members and non-members, alike, to establish or enhance investment screening laws.
