Presolicitation NAICS 316210

This procurement is for the manufacture and delivery of Boots, Intense Cold Weather Marine Corps Combat (MC ICWB) PGC#03939. The MC ICWB will be procured in accordance with purchase description MC/PD-23-01 dated 15 December 2023. The solicitation will have one (1) lot for a 100% of total requirement and be issued as 100% Small Business Set-Aside Competition after Exclusion of Sources, FAR 6.203 Set-asides for small business concerns. The solicitation will be evaluated under Best Value Trade-Off Source Selection Procedures with the following evaluation factors: (1) Product Demonstration Models (PDM), and (2) Past Performance Confidence Assessment. Offerors are required to include Product Demonstration Models (PDMs). Evaluation will consist of PDM, Past Performance, and price. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.
