The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide a Remote Terminal Unit (RTU) that has equal performance and listing/approval requirements as the D500 Remote Terminal Unit, manufactured by General Electric (GE). Fiscal Year 2025 Military Construction Project P-1181, Harden Critical Feeders on Naval Base Guam, Joint Region Marianas, Guam, requires eight (8) GE RTUs for four (4) Substation GPA-owned SCADA systems with the following characteristics: Communication Compatibility: All new systems must communicate using communication requirements outlined in GPA specification E-028 found at: https://go.opengovguam.com/bids/tech_docs/gpa. Front-End Integration: All new RTU controllers and systems must be 100 percent compatible with the existing GPA SCADA system per GPA standard E-028.
