Update the Instructions to Offerors and Evaluation Addendum. Update the Performance Work Statement to incorporate administrative clarifications. Update the clauses and provisions to include omitted mandatory clauses. Update the CLIN structure. Incorporate a contract ceiling and guaranteed minimum amount. Combine the solicitation and all attachments into one document. Offerors are strongly encouraged to review the entire combined synopsis prior to submitting or revising an offer.
