DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Europe District intends to seek proposals for a contract to construct concrete tent pads, gravel bed, site improvements and utility connections for developing base expeditionary airfield resources (BEAR) to beddown 576 personnel. The utilities include potable water, sanitary sewer, electrical power, and communication. TYPE OF CONTRACT: The intended solicitation will be for award of Firm Fixed Price (FFP) stand-alone (C-Type) construction contract. TYPE OF SET-ASIDE: This acquisition will be an unrestricted action under full and open competitive conditions. SELECTION PROCESS: The acquisition will be a Best-Value procurement, utilizing the Tradeoff process (see FAR 15.101-1). This process allows for a tradeoff between non-cost factors and price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best-value contract award. Award will be made to the best overall proposal that is determined to be the most beneficial to the Government.
