The Naval Air Warfare Center Weapons Division at China Lake, CA intends to procure on an other than full and open competitive basis. This requirement is sole sourced to Case Western Reserve University (CWRU), 10900 Euclid Ave, Cleveland, OH 44106. This procurement requires highly specialized expertise in optical flow-based analysis (BOS) imaging and CWRU is the only source that has demonstrated specialized expertise and knowledge that this procurement requires to complete the required task. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to [email protected] no later than 15 days after the date of publication of this notice, which shall be considered by the agency.
