Presolicitation NAICS 238220

This project involves the supply and installation of two Heat pump systems at one location: the Mt. Adams Ranger District on the Gifford Pinchot National Forest (NF). The existing HVAC systems in place will need to be removed and disposed of by the contractor. There are two ducted Carrier, 20+ year old 5-ton heat pump systems serviced with 3-phase power that have had several repairs over the last few years, and the Forest Service is interested in replacing these systems. Both systems service a zoned 4500 square foot (sf) district office building. The heat pumps are in a purpose built shed adjacent to the office, while the furnaces are in a separate mechanical room. This acquisition is a 100% Small Business set-aside. The applicable NAICS code is 238220- Plumbing, Heating, and Air Conditioning Contractors. The corresponding size standard is $19 million. Offerors will be evaluated on past performance, relevant experience, technical approach to performing the work, and price. The Contract will be awarded to the offeror whose submittal, in compliance with the solicitation, is the best value to the Government.
