FROST contract N0017325D7000 was competitively solicited and awarded to the offeror who represented the best value to the Government. N0017325D7000 was awarded as a cost-type contract with no firm fixed price CLINs. Task Order N0017325F7002 and N0017325F7003 were awarded at contract award as competition is not required under a single-award indefinite-delivery, indefinite-quantity (IDIQ) contract, unlike a mulitple-award contract (MAC).
