The Department of Veterans Affairs, Network Contracting Office (NCO 2) intends to award a sole source contract to STV INC, 205 West Welsh Drive Douglassville, Pennsylvania 19518-8713 the authority of 41 U.S.C 253-c-1, as implemented in FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A previous set of unstamped 100% drawings designed by STV Incorporated for Project 630-10-104 Replace Primary Switchgear was delivered to the VA on or around Aug 11, 2017. The design was shelved for several years awaiting an unrelated major electrical project to commence which was subsequently delayed further by the Covid pandemic. The AE design contract with STV expired after 5 years and the remaining unused funds were returned to Treasury. The VA is now interested in updating and finalizing the drawings and specs in preparation of planning for construction in an upcoming fiscal year as well as obtaining a quotation for construction period services with the design firm of record.
