AMENDMENT 1: Justification for Early Closure of Notice of Intent In accordance with FAR Subpart 5.2 - Synopses of Proposed Contract Actions, the FBI published a Notice of Intent (NOI) to award a contract on SAM.gov to ensure transparency and provide potential offerors an opportunity to respond. However, due to the imminent conclusion of the current Fiscal Year and the associated obligation deadlines, it is necessary to close the NOI earlier than originally anticipated. Per FAR 5.203(a), agencies must allow at least 15 days after publication of a synopsis for receipt of expressions of interest. However, FAR 5.203(a)(1) also allows for shorter timeframes for commercial products or commercial services. Specifically: "Contracting officers may reduce the time period for issuance of soliciations" The urgency and justification in this case is driven by the requirement to obligate funds prior to the end of the Fiscal Year, in accordance with agency financial management policies and appropriation law.
