The Government is seeking constructive feedback on the attached draft Statement of Work for a potential future opportunity related to IT services for NIWC PAC Code 532. Feedback can be questions, comments, areas of concern, or similar. This is a pre-solicitation effort to ensure the final SOW is clear, concise, and attracts highly qualified respondents. We recognize that government requirements can sometimes be complex or unclear, leading to unqualified proposals. Specific to this requirement, historically, 95% of the proposals received have been found technically marginal which leads the Government to believe that understanding of the requirement as written may be unclear. This feedback will help us develop a well-defined SOW that aligns with industry capabilities and ultimately benefits the warfighter and taxpayer. Additionally, please advise on which areas of the SOW that your firm is specifically qualified for. This information may be utilized to further potential partnering/teaming arrangements and create the most robust/capable team to accomplish the requirement.
