This serves as a Request for Information and Sources Sought Notice (IAW DFARS 206.302-1), as well as a Notice of Proposed Sole Source Contract (IAW FAR Subpart 5.2). This is not a solicitation. Tobyhanna Army Depot, Tobyhanna, PA 18466, intends on awarding a sole source, firm fixed-price (FFP) contract, IAW FAR 6.302-1, to Barnett Engineering & Signaling Laboratories, LLC (BESL), 1575 Vapor Trl, Colorado Springs, CO, 80916 for ultra-high frequency satellite communications (SATCOM) Enhanced Monitoring System (EMS) support services. This work includes, but is not limited to, maintenance of existing software, development of EMS 2.0, integration with SATCOM systems, and adaptation to evolving operational needs, including integration with DoD-hosted cloud environments. Reference DRAFT PWS, attached. The 5 year (1 base year and 4 option years) period of performance is forecasted to begin 6 December 2025.
