Amendment 01 to Announcement: This amendment formally publishes the responses (see Attachments) to questions received from prospective offerors during the Question and Answer period that ended on October 14, 2025. The responses are intended to inform all potential offerors and may supplement, but do not supersede, the requirements contained in the original Research Announcement and any subsequent amendments. ________________________________________________________________________ Original Announcement: Through this Research Announcement (RA), the Office of Pipeline Safety, at the Pipeline and Hazardous Materials Safety Administration (PHMSA), a U.S. Department of Transportation agency, solicits applications for research projects awarded and funded as Other Transaction Agreements (OTAs). A comprehensive administrative and technical review will be conducted to determine the merits of the proposals and their relevance to the topic areas of focus.
