Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) awarded a combination cost-plus-fixed-fee (CPFF)/firm-fixed-price (FFP) contract to Southwest Research Institute. The statutory authority permitting Other Than Full and Open Competition is 10 U.S.C. 3204(a)(3)(B), as implemented by FAR 6.302-3(a)(2)(ii).
