Notice of intent to solicit and negotiate with only one source (Sole Source). The U.S. Department of Homeland Security (DHS), Customs and Border Protection (CBP), Office of Acquisition, in support of CBP Operations Support (OS), Laboratories and Scientific Services (LSS), proposes to enter into a Purchase Order on the basis of other than full and open competition to acquire two (2) proprietary Autopol 880 Plus Saccharimeters and accompanying Autoflex Automation Solution autosamplers from: Rudolph Research Analytical 55 Newburgh Road Hackettstown, NJ 07840 UEI: TMSAT2W6ZLK9 The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a) implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The required Autopol Saccharimeters must be totally compatible with the existing CBP-owned lab equipment from Rudolph Research Analytical. Use of compatible equipment is critical in order to ensure testing data and results remain consistent, repeatable, and accurate for CBP trade enforcement.
