RFI UPDATE October 27, 2025. Responses to DRAFT RFP questions were posted in the attached document titled “TOP 2028 Responses to DRAFT RFP questions” RFI AMENDMENT 1: This RFI is amended to include requests for Industry one-on-one meetings wth the DHA. The Government's intent is to hold one-on-one meetings with interested parties to discuss the DRAFT RFP in further detail and gauge the capabilities of the marketplace. Interested industry respondents may request a one-on-one meeting with the DHA by including the request for a one-on-one meeting in the initial response with the included "TOP Draft RFP Questions". If a one-on-one meeting is requested, please include a point of contact (name, title, address, phone and email) whom DHA can contact regarding the schedule information for the one-on-one meeting. The firm's point of contact will also need to provide a list of the firm's attendees' names, titles, e-mail address, and phone number via e-mail. DHA will respond with a date a time for the meeting to take place. One-on-one meetings are not mandatory.
