DESCRIPTION: This is a Request for Proposal (RFP) for the Fabrication and Delivery of Composite Bulkhead for Black Rock Lock (BRL), Buffalo, NY. The USACE Buffalo District is planning to award a contract for a requirement to fabricate and deliver a composite bulkhead to Black Rock Lock, on the Niagara River in Buffalo, NY.
