Notification of Brand Name or Equal Items. In accordance with Section 888(a) of the National Defense Authorization Act (NDAA) for Fiscal Year 2017 (FY17)(Public Law 114-328) as implemented by Defense Acquisition Regulation Supplement (DFARS) 206.302-1(c)(2), the justification and approval (J&A) addressed in Federal Acquisition Regulation (FAR) 6.303 is required in order to use brand name or equal descriptionsin the solicitation for N40085-25-R-2663. This justification and approval is being prepared for the use of a brand name or equal descriptions on items in the firm fixed price (FFP) construction contract for Q-1075 SOF Operations Building Addition and Renovation, NAS Oceana Dam Neck Annex, Virginia Beach, Virginia. The plans and specifications indicate the standard of quality, characteristics, and performance requirements, and a manufacture and model, as appropriate and in accordancewith the FAR, to establish the basis of design for approximately 35 items across all design disciplines.
