No solicitation will be issued, and no quotations will be requested. The U.S. Department of Health and Human Services on behalf of the National Institute of Health (NIH), National Eye Institute (NEI), Briggs LSR intends to award a firm-fixed-price contract to Philips North America LLC, 222 Jacobs St, Cambridge, Massachusetts 02141 for precision physiological monitors used in veterinary surgeries. Justification for Sole Source The physiological monitoring systems by Philips are needed for monitoring animals during surgery, which is required by the ACUC. The lab currently has these Intellivue MX500 monitoring systems as well as other labs for consistency and continuity. Only Philips can provide the follow-on service and maintenance that these new monitoring systems will require because of proprietary data.
