The U.S. Department of Homeland Security (DHS), Customs and Border Protection (CBP), Office of Acquisition, in support of CBP Operations Support (OS) and Emergency Management Division (EMD) proposes to enter into a contract on the basis of other than full and open competition to acquire three (3) Heavy Duty Tactical Communications Trailers (TCTs) and Antenna from: NOMAD Global Communication Solutions, Incorporated (NOMADGCS) P.O. Box 65 Kalispell, MT 59903 UEI: ESY3CTEH56A7 The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a) implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". This requirement encompasses the engineering, manufacturing, and delivery of three Nomad-built TCTs along with the integration of a technology upgrade into the existing Nomad TCV-MAX specialty vehicle platform.
