1. BACKGROUND Defense Logistics Agency – Strategic Materials (SM) operates the National Defense Stockpile (NDS) on behalf of the Office of the Under Secretary of Defense for Acquisition &Sustainment (OUSD A&S). Accordingly, SM has developed and implemented a comprehensive strategic materials risk assessment and mitigation process that identifies strategic and critical materials required for national security. The process compares demand to supply; analyzes supply sources and risks of supply chain interruption; and implements mitigation strategies to ensure an adequate and timely supply of those materials. It is a collaborative approach, whereby Government, industry, and academic experts contribute their knowledge in conjunction with timely market research and intelligence. The Materials Operations division of SM (SM-MO) manages the inventory of the NDS.
