Pre-solicitation Synopsis The U.S. Army Corps of Engineer (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This PRESOLICITATION announcement is for the construction/modification of the John Day Transportation and Site Access located at the John Day Lock and Dam in Sherman County, OR. Project Scope: The U.S. Army Corps of Engineers, Portland District, has a requirement for a contractor to design and build transportation and site access improvements at the John Day Dam in preparation for the turbine rewind and generator replacement (TRGR) project at the site. The scope of work includes the design and construction of a new public access road, modifying the existing road from Interstate 84 to the dam, adding additional contractor staging space, a new guard station building, a new canopy, a new auxiliary monitoring building (AMS) building, and providing electrical and sewer connections for future TRGR construction trailers near the current service building.
