This is a Presoliction Notice for Recurring Maintenance and Minor Repair (RMMR) Services, for Incirlik Air Base (AB), located in Adana, Türkiye. The USACE Europe District anticipates soliciting and awarding a stand-alone Firm-Fixed-Priced (FFP) services contract to provide fuel systems minor services in support of the Defense Logistics Agency Energy (DLA-E) requirements. In accordance with interpretation of Türkiye’s Foreign Direct Investment Law (2003) made by the Ministry of Commerce, only Turkish contractors and companies, where the company was established by a citizen of the Republic of Türkiye may be granted a contract award. The Government anticipates releasing the solicitation on or about 19 November 2025, with the anticipated award of a contract in May of 2026. Actual dates are subject to change.
